Principles of Professional Ethics
Russian Otorhinolaryngology Journal Editorial Board adheres to international standards for the ethics of scientific publications adopted in the scientific community, Section VII "Rights in the Results of Intellectual Activities and Means of Individualization" of the Russian Federation Civil Code and the Journal Charter.
The basic regulations and rules of relations between the Journal authors, reviewers and editors are based on recommendations developed by the National Nonprofit Partnership Committee on the Ethics of Scientific Publications (http://publicet.org/), subject to the standards of publication ethics required by SCOPUS and Web of Science (Committee of Publication Ethics, COPE).
Editorship (Editorial Board) Principles of Professional Ethics
When deciding to publish an article, the editors are guided by the reliability of the presented data and reviewed the paper`s scientific significance.
The Editorial Office shall evaluate the articles received for publication based on the principle of unbiased attitude to the author`s race, gender, ethnic origin, citizenship, and political views.
Unpublished data obtained from articles submitted for consideration shall not be used for personal gain or transferred to third parties without the author`s written consent.
The Editorial Office shall take measures upon receipt of substantiated ethical complaints regarding the submitted or previously published materials: consideration, discussion of complaints with the Journal Management Bodies, publication of corrections, rebuttals or relevant statements.
The Editorial Office actively study and adopt the positive experience of other journals and publishers and invite them to cooperate. We will closely monitor the development of the practice of publishing academic publications, reviewing existing rules in order to comply with the leading international scientific standards.
Author (Authors) Principles of Professional Ethics
The author (authors) is personally responsible for the novelty and reliability of scientific research results.
The article content shall ensure that the research results are completely original. Borrowed fragments or statements shall be drawn up with an obligatory indication of the author and the source. Plagiarism in any form, including blank quotes, paraphrasing or assignment of rights for the results of other people's research, is unacceptable.
It is necessary to recognize the contribution of all persons who have somehow influenced the paper`s results.
Articles that were sent to another journal, as well as materials that were published in another journal shall not be sent to the Editorial Office.
The article co-authors are persons who have made significant contribution to the research and analysis of received materials. The authors of intellectual deliverables are recognized as persons who did not make any personal creative contribution to creation of such result, including providing the author with only technical, consulting, organizational or material assistance, or help, or only contributing to registration of rights to such result or its use, and also persons who oversee implementation of the relevant paper (Article 1228 of the Russian Federation Civil Code).
If significant errors or inaccuracies are found in the article at the stage of its consideration or after its publication, the author shall notify the Journal Editorial Office as soon as possible.
Reviewer Principles of Professional Ethics
All papers sent to Russian Otorhinolaryngology Journal Editorial Office undergo double-blind review (the reviewer does not know who the author is and where the paper comes from, the author does not know who the reviewer is).
The review deadline in accordance with the publisher’s rules is not exceeding one month.
The manuscript received for review shall be considered as a confidential document, without the right to transmit for review or discussion to third parties without the publisher`s consent.
When writing a review, the reviewer shall adhere to the principles of scientific objectivity.
The reviewer may not use for personal purposes unpublished data obtained from submitted manuscripts for review.
Russian Otorhinolaryngology Journal reviewers shall provide reasoned criticisms and be guided by the following objective scientific criteria for the article evaluating: compliance with the Journal profile, scientific novelty, completeness and reliability of the research results, relevance, significance, correctness and accuracy of definitions and formulations, style, conclusions, practical significance of the results.
If according to the reviewer`s opinion, he/she does not have sufficient qualifications to evaluate the manuscript, or cannot be objective for other reasons, in this case, he/she shall contact the Journal Editor-in-Chief with request to withdraw the article submitted for review.
Preprint Policy
Prior to acceptance and publication in "Russian Otorhinolaryngology", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Russian Otorhinolaryngology" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
Principles on informed consent
The journal "Russian Otorhinolaryngology” relies on the principles of the World Medical Association's (WMA) policy statement - the Declaration of Helsinki - a statement of Ethical Principles for Medical Research Involving Human Subjects) and endeavours to ensure compliance with ethical and data collection standards for research involving human subjects. Before beginning research, the researchers should familiarise themselves with the principles of the Helsinki Declaration on informed consent and carry out the research in strict accordance with those principles as set forth below.
